This is true. Also keep in mind that you can change an award even to a different partner. You pay or receive a refund of any miles, fees & taxes but retain the booking fee.

I changed an LA 45K J award SEA-SCL to an AA 57.5K J MAD to PHX award. I paid the additional 12.5K miles and the difference in fees & taxes. In reality, the 45K was immediately credited against the LA redemption and the 57.5K was taken for the AA redemption resulting in a net 12.5K fewer miles in my account. It looks like a cancel and rebook but the change doesn't invoke another partner fee. It was re-ticketed under the same PNR. All done online.
