Originally I also had the same interpretation. My second reading is that they didn't do any VDBs to accommodate standby passengers, at least not intentionally. Instead, they oversold, so
no standbys got on, but they still had to get a certain number of confirmed passengers off. There may have been an exception where just one or two standbys make it on, either because they're crew getting to a subsequent and critical assignment (them being on the flight prevents a future cancellation) or maybe someone no-showed at the last minute and the VDB was already given out.
OP should feel free to chime in if this was incorrect.
