Since it was likely impacting NYC/BOS/PHL/WAS, I could see renting a car and driving to CLE/PIT/DTW (YYZ if he has a passport) if he has the means, and if he has a valid license, if flights are available from one of those. For something that "urgent" focusing 10 hours standing in line in NYC seems counterproductive.
