I believe PL has baggage lockers. Regardless, she could certainly take the metro into DC to see a museum or two and then return in ample time for her departing flight. If she's into airplanes, the Udvar-Hazy Air and Space Annex is close to Dulles and really worthwhile (take an uber - 10 minutes)
