I found Asian, Europe, and Middle Eastern hotels tend to follow the program requirements better than their North American counterparts regardless the program.

The Marriotts groups hotel did often upgrade me to suite since the program somehow promise best available room/suite up to standard suite.
While Accors group hotels commonly gives 1 category upgrade although some goes above and beyond and provide few level upgrade.
