This all got unveiled at midday today and the Travel Trade were told a few hours later. So I would call Cathay again once they've had a chance to read the guidance. When you get within 24 hours of departure you can in theory get BA to rebook you but I suspect they will still refer you to Cathay.
Similar situation here. Booked flights on BA metal in F through AA, and AA is stating that I can't rebook on BA unless there is award space available (which there isn't). They seem unwilling to contact BA to open up space.
