I can certainly think of scenarios where it would be useful (like I paid with an eCoupon and want to use the funds immediately), but I'm pretty sure that's their logic.
Ah, that stinks. Refunding full value of ticket to voucher was useful for cashing out tickets bought by others and making your own way there via points or whatever.
