I used the Amazon GC route too several years ago. Apparently it's gone now, with the Reward Card becoming the only cash option.

I didn't see any regional restrictions or exclusions. But the Mobile App must work and generate the VISA card. The only way to learn if the App has regional issues is to try and share the outcome.
