If you are in Taiwan, the HSBC Taiwan offers the Travellers cards. Infinite card you get 1 point per NT$18 domestically, and NT$10 (US$0.33 per point) for overseas charge. The Signature card also gets you 1 point per NT$18 domestically, and NT$15 per point (US$0.5 per point) for overseas. As far as I can tell, each point transfers 1:1 to JAL Mileagebank. So if you only charge domestically in Taiwan, you can get JAL miles on US$0.6 per mile.
