In the U.S., a deductible (also known as an "excess") of $0 is not unusual when the loss/damage waiver is purchased, or otherwise included in the particular rate chosen.
Thanks for clearing that up. That's amazing that the excess would be $0. Whenever I have rented cars in the past there has been a hold on my card in case of damage or loss, although I find it's usually much less when renting in the US than in Europe.
Just hope I get a decent car when I go to pick up. Booked a Toyoto Corolla but I find you never get what you book and I worry this downtown location will have a poor selection of vehicles compared to renting at an airport.
