As for bill pay, I told them to use MG explicitly. Also, I was blocked for MG MO purchases a long time ago, but I never heard that MG can block the bill pay as well.
Nobody knows what's safe, you just find out one day that your MO requests don't go through unless you are under 1k. May as well use it while it lasts.
MG would block MO and BP at the same time. When I eventually randomly got off the MG block, MO and BP both suddenly worked together. You can still do under 1k but the 4.99 makes it not worth it. Just try passport.
