Personally I was more highlighting 7.4.3 in that the airfare is (potentially) tied to the car rental ("due to the restrictions attached to the type of air fare booked"), and therefore by not taking the car rental you are not using the air fare in line with its rules and so technically BA would be within their rights to void it.
