That is how I would read this too. I once had a BA holiday booking to South America with a rental car in PMI (cheapest I could find). I had to rebook flights, the agent asked if I wanted to move the PMI booking as well, but mentioned that it looks like I was not going to pick it up anyway. I asked if this was an issue, they said no, but I wouldn’t get any money back if I didn’t pick up the car.
