Nobody would choose to accept DCC if they were aware of the facts, but many people are unaware.
I have to say though, that I had a few problems with DCC in 2014-5, which is when the original posts in this thread were made, but since then I've never had a hotel try to DCC me.

One example why DCC might be choosen is from business travellers. Especially those pour souls having to use Concur (SAP) - but I can imagine other "professional" travel expense tools are equally worse..
Whenever you have expenses in non-local currency, Concur takes market rate for conversation. So you'll lose out. Overriding the market rate is only possible if you add all sorts of receipts, and even then, only till about 1.5% off the market rate, which is still worse than what many "normal" business travelers will get charged.
By choosing DCC, they can directly enter the domestic charge into Concur, no questions asked. The company pays an extra 5-7%, the scammer is happy, the traveller is happy. It's stupid, but considering that fighting for, say, 30$ might take the traveller some hours (Yes, Concur is VERY bad) and every "currency adjustion" has to be run through a manual cost centre somehwere in Benghali, it also takes weeks longer to reimburse.. while DCC is a simple "approved"-process..
