I think this has been responded to already, but out of curiosity, was the bag sports equipment? My home airport is an outstation (RNO), and their ticket agents are not well trained on elite benefits. I was recently incorrectly charged for 60 pound bags just because they were sports equipment.
The first agent, Bianca, was absolutely dreadful, first saying she had to charge us $130 per bag. I challenged her, then she disappeared, returning 15 minutes later attempting to charge us $150 per. I calmly and respectfully challenged further and she simply stormed off saying "I can't help you." Another agent (kindly) stepped in to help us, but (incorrectly) charged us $100/bag.
I called the ExPlat customer service line, and the agent assured me that the 3-bag 70 lb. allowance extends to all luggage, including bikes and other sports equipment, and encouraged me to request a refund.

Yes, agreed. I'm awaiting a response on my issue and will post about the outcome. FWIW, I could not find a way to request a refund for ancillary charges (only a ticket and other associated booking fees), so I submitted my message to Customer Relations.
