Yes , that’s my strategy. (Presuming under 5/24 and no other Chase applications in the past month and etc.) Others have different opinions. I call 10-15 minutes (preemptive) after applying if it’s still “pending” or “under review” on the automated application status phone line or automated application website and has not populated my Chase login profile.

Doubtful. That’s a commonly accepted strategy for some AmEx cards, not so much for Chase.

If you close it, I believe it takes 30 days for Chase to release that available credit, there’s a lag in their system in that regard. For 30 days, from the Chase total extended credit perspective, it will be as though the account is still open. IIRC, the same (30 days) may be true for (proactively) lowering credit limits on (other) Chase cards.
