Yeah, I have to second this. That's super unusual. I was on a (majorly delayed) ATL-BDL flight last night that departed after midnight, the captain had the F/As sit for over an hour due to turbulence before they could get up to do their service, and they still hustled with ~45 mins left to get through the whole Y cabin with the carts.
US airlines are too careful with turbulence in general. Foreign carriers are much better at working through it, unless it's forecast to be truly bad.
It's just another excuse that US FAs have to ignore passengers/not provide service.
