I arrived at 3:30PM and took the taxi at around 4:15PM after clearing immigration and customs. There was no uplift that I was aware of, and it's a REGULAR taxi in the taxi queue at Haneda, and it was straight meter! I use Waze to check on the route and the taxi took the exact same route as Waze suggested and the fare was 9,200 yen (just double checked). I thought that it was high, but it is what it is, and I have the receipt to show too. Taxi in Tokyo are not in the habit of ripping people off.
