You are presenting an invalid document. A GE card is a WHTI complaint document because it verifies both ID and citizenship. By using that card you are representing that the citizenship listed is correct.
Incorrect. The NEXUS card is a WHTI compliant document. It provides proof of ID and citizenship. It serves the same purpose as a passport.
The part you are missing is a TTP card is WHTI compliant because of the profile that it is tied to and not the card itself. That is why the expired card still worked fine for those undergoing a TTP renew.
EDLs works the same way. CBP pulls the underlying profile from the issuing authority for verification and does not accept it at face value.
Even for the main use case of for the NEXUS card for entry into Canada, the physical card is often times
not even touched by CBSA (or CBP on land entry to US). That alone already tells you how little value CBP/CBSA is putting on the citizenship notation on the card. The card just pulls up the NEXUS/TTP profile; that is the source of truth.
Furthermore the TTP card is not even recognized by either government as proof of citizenship when applying for a passport....
