I'd say you are quite lucky. As a CX GO travelling in Y ex-TPE, I once only wanted to check 1 bag, but the bag was around 27kg. TPECX insisted that I repack and gave me a cardboard box. Even if I forgo the 2nd bag I am entitled to, they would not let me go above the 23kg limit (well, usually 23.x kg is ok, as long as <24kg).
