You're probably aware that the US Big 3 airlines do not offer child fares; you might however not know that Lufthansa is in an anti-trust immunised joint-venture with United (and others) for transatlantic fares, which means that Lufthansa cannot set its own fares for transatlantic journeys. The participating airlines all coordinate schedules, set fares, and share revenue on transatlantic tickets. It would appear that United's policy of not offering child fares is what is nixing Lufthansa's ability to offer child fares on transatlantic routes.
