Yeah I probably wouldn't either if someone asked me to take over an UR booking, especially if I I didn't know what chase UR is. The question is can UA make voluntary changes/reissue a ticket purchased through a traditional agency, and the answer is clearly yes - you can even do it yourself on the website in many cases.
The only travel agency tickets they can't handle are bulk tickets and inclusive tours because those are negotiated contracts that no one in reservations has access to the terms of and don't even know the full ticket value (the fare/ticket value quite literally shows on the ticket as BT/IT with the taxes broken out - same thing as you would see on a receipt if you were to request it for these tickets). That being said some agents will just see travel agency and immediately try to turn the customer back because they either 1) don't understand which travel agency tickets they can manage or 2) there is still a preference that changes be made with the agency directly to keep them having control of the ticket in case it later needs to be refunded, a schedule change occurs, etc. Once UA reissues the ticket the travel agency can't access the ticket at all anymore, so everything in the future for that ticket needs to be done directly with UA. Additionally if there are schedule changes the travel agency is the one getting the notifications still because it was an "agency PNR", so it can result in the customer not getting updated when a schedule change occurs (since not everyone watches their itineraries like hawks as many here do).
