If the OP used a credit card that provides rental-car LDW coverage, he should just file a claim with the card's insurer.
There's usually no need to pay for the Amex Premium rental-car coverage if one has a credit card which provides primary LDW coverage. And even secondary LDW coverage will typically be primary coverage for rentals originating outside of the U.S.
Most personal auto insurance policies issued in the U.S. do not provide any coverage outside of the U.S. and Canada.
