The first one should've never happened - was an easy customer service recovery to have the car come from the airport instead of the Hertz local place you were trying to rent from.
Second one they're supposed to give you a formal itemized quote for repairs, which I find impossible to happen so quickly as well... especially if they're talking about paint and being out of service for rental use. That is supposed to be actual cost, not estimate. Again, escelate to Hertz corporate. Customer care directors are listed here:

I haven't done anything besides leave a bad review. I wanted to post here first to see what my options figuring somebody here would have a good idea for course of action and you did
They did give me an itemized quote. They said I had to wait for the mechanic to arrive before I could sign the papers. That was what I was referring to when I meant I felt "unsafe" and that I was bascially captive until the mechanic arrived.

It gets even better. I normally use my Amex plat for car rentals since it has the rep of amazing rental coverage and customer service. BUT, when I arrived to pick up the rental they said they didn't take Amex. THEN when I dropped it off I asked if I could pay with my Amex because of the insurance coverage and they said if I had paid with Amex during pickup then Amex requires you to pay for the insuance. ...?!?!
