Well I can't find that fare basis on ExpertFlyer for either JFK-OPO or OPO-JFK.
And when I just search on a simple r/t JFK-LIS, I get a fare that is refundable for $450 per direction, but no change fee. That's spelled out clearly on the Booking Summary page. But I can't confirm what the fare basis code is for the r/t, there's NO link to the full fare rules, or even the penalties section.

Looking at the inx8t7g5 fare basis - it is non refundable but changes are permitted free of charge
What does "Refund permitted within ticket validity." mean then? I can't help but wonder if challenged in (small claims) court a judge would rule against the person who wrote the rules/contract (which is often the case, at least in the U.S., in this type of situation) because it seems inconsistent. (Obviously I'm getting ahead of myself here...)
