Prepaid bags will auto refund after the flight if not used to check a bag. If they don’t you can request it on united.com/refunds; theoretixally you could also request the refund in advance, I suppose.

Phone agents are specifically instructed not to touch/refund checked bag fees as they have limited ability to validate usage.
