A better analogy will be a store saying you can buy 1 apple for $1 dollar and 2 apples for $1.5 then you go up to the cashier and they say they don't know how to charge 2 apples for $1.5, figure it out or change the policy!
Maybe an idea will be for Flyertalk to write a letter inquiring about this to United media relations people. I mean this is really annoying. As customers, we shouldn't go around guessing what is current policy and what is not. Tomorrow I buy a Y/B/M ticket and they will say "ohh we don't actually do instant upgrades anymore even though it on our website"
