When we reached the front of this line (another ~5 minutes after the kiosk) the agent couldn't find us on the tablet and directed us to that adjacent lane/booth where we were processed by that officer without any further complications. Both the tablet holder and the officer in the booth were asking if people had anything to declare.
The waiting time always annoys me - we used to see 5-10 min lines at SFO just to hand your paper receipt to the CBP agent. The new system seems a little faster with the CBP agents barking your name when your photo appears on the tablet, but clearly it's not perfected. But the whole reason I pay for GE for my family is to eliminate the lines. Like Clear and precheck, it is pointless when the line for regular folks is shorter or non-existent.
