Am I correct in saying that the Philippines still has a total ban on fuel surcharges for tickets departing there? Is this the case even if the ticket is departing from but not ticketed in the Philippines?

I know Brazil bans fuel surcharges, however does that still apply in the case that the ticket is not ticketed in Brazil?
