The short answer is no, as the poster above has noted.
What your wife should have done is stop the application and go through her history of Marriott cards with both banks and try figuring out why she got the pop up. Based on that she see when she would be eligible for the SUB to be able to try again which she has now made more difficult by actually getting herself approved for the card.
