Still no response from BA baggage services (7 days since original delay and 5 days since bags arrived in Boston). We updated the delivery address to Toronto per advice here two days ago but no further notifications from them since then.

What timeline is normal to expect them to actually ship the bags they have on hand to the delivery airport? I've worked in airlines myself for 20+ years and having OHDs sitting around for 5 days is pretty unheard of except in the direst of circumstances.
