That said, there is no technical reason why kiwi would not be able to ignore those MCTs.
I assume it's the airline, since it's all about the risk they're willing to take in accepting a connecting itinerary. It varies by airport, of course - and by terminals within that - but the event it's managing isn't really one for the airport management to define.
