Officially, yes. In practice the lookback period is seven years, meaning that they will approve another bonus about seven years after the previous card was closed. Also, there are many many targeted offers which do not include the disqualification language, you need to read the terms.

Once-in-a-lifetime bonus policy now applies to both personal & BUSINESS cards [USA].
