“Multiple passports” does not mean multiple nationalities. There are many who concurrently hold multiple valid passports of the same nationality ( U.S. has 4 types of passports) including many USG employees, aid workers, service members, and their dependents. Again, your own interpretation of the rule/law is not supported by any factual evidence and/or personal experience.
