You can check for yourself; there is no reduced child fare for ATL-FRA. In the example below, you will see that the same Base Fare of $1040 applies to the child as to the adult.

By way of comparison, reduced child fares are available on AMS-FRA. You will see that a 25% discount is given on the base fare [€63 vs €83], but the overall price paid for a child is still 91% of the adult price [€199.52 vs €219.52].
