Question about product changing between Ink Business cards.

In the Wiki it only lists Ink Plus, Preferred, and Cash, of which Plus is no longer available for new sign ups. The current line up is Premier, Preferred, Cash, and Unlimited. Can one upgrade/downgrade/ product change between all of these cards?
