I think the way Dan recommends doing it (downgrade and then upgrade) for purposes of applying for CSP might just be more palatable to Chase vs upgrade to transfer points out and then downgrade? I might be wrong though.
No one knows for sure, but I think they'd rather you transfer points than to give you 100k points for an upgrade/downgrade unless we are talking about millions of points
