Personally I wouldn’t change anniversary celebration destination purely because a suite is not available. It’s a great resort on a beautiful island. If it holds special meaning to you, then go.
A California vacation is certainly no substitute for Hawaii. Must you stay in the USA these days? Much of the Pacific offers value -- both on points and with cash -- that completely blows away Hawaii. Even French Polynesia (less than 2 extra hours of travel time) with a more authentic Polynesian experience is significantly cheaper than Hawaii (and, overall, a better vacation).
