Not sure what you mean by "kiosk recognized both passports". If it works for you, you get a receipt. If it doesn't work for you, you don't get a receipt. 99.99% of the foreign national (non-USC and non-LPR) users can tell you that seeing an officer to "enter your passport" is not a necessary step when using GE. The 0.01% who is supposed to see an officer are those holding F, J and M visas and are required to present a valid I-20AB, DS-2019 or I-20MN SEVIS form for verification by an officer. A proper and correct GE entry for Foreign nationals is to use the kiosk to get two receipts, longer one to present at the exit and shorter one (Form 7622) to keep in your passport as your entry record. I don't know how else I can say it but if you're seeing an officer every single entry, you're just simply not using it correctly... You might think you're not "breaking GE rules", but you're also definitely not complying with the GE rules if you are unable or unwilling to use it correctly.
