How to arrange for delayed baggage delivery when BA wont answer the phone?

My parents flew on BA239/13JUN LHR-BOS but their bags unfortunately did not.

They proceeded to fly onwards to Houston the following day and are presently there until 20JUN23.

The bags were forwarded to Boston on 15JUN23 as per WorldTracer and received there the same day. Late night on 15JUN23 they received a text message from BA Baggage Services in Boston confirming that the bags had been received and asking them to call back on 617-561-4069 to advise a delivery address (the delivery info is already in the WorldTracer PIR).

Unfortunately that number goes to a voicemail box asking us to leave a number to be called back on. We have called 271 times and left 43 messages since receiving the first message, but no further contact from BA other than the same text message daily at midnight asking us to call them back on that number to advise a delivery address.

Is there any other way to contact BA Baggage Services in Boston to arrange baggage delivery? At what stage should we just give up on the bags getting to Houston and target shipping them to their next destination in Toronto instead?
