Q3) With 08:55 you are most likely out of luck, strict rules. You may try, but then prepare for last minute hotel prices or returning to lounge. I would go first to lounge and ask sleeping room availability and only after that would try the luck, if at all with hotel desk at arrivals hall.
Q7.1) Sleeping rooms are provided when layover time is 4-9 hours and flightime must exceed 8 hours at least one of the segments. All TK business class passengers and TK M&S Elite Plus in economy class are qualified. Booking is at the concierge desk inside the lounge and based on availability. Both lounges do have sleeping rooms, since you have access to both as per class and status, you may ask the concierge to call to other lounge when rooms at one are fully occupied. No access purchase, no discrimination towards *G who fly on TK business class.
