Looks like there is an app called Flighty, but it's not from Google. It's an iOS-only app with both a free and paid version from a small startup. Unlike ExpertFlyer or Google Flights, it does notify you when a flight has a scheduled change AND changes flight numbers (a review says it does so by saying the flight is "cancelled," which might freak out some users).

I was curious so I did some quick online research. Not for me, as I'm on Android.
