Yes they can and will interline the bags to final destination. I have done this at SFO many times (I usually buy a RT to SIN and separate ticket to India)…arrive SIN midnight or 8 am and connect to SQ 8pm.
However, it takes a bit of time as most SFO agents seem to struggle with the process. There is another thread that has the SHARES script to provide the check in agent as a help.
