I get that I might be denied for the card due to previous credit inquires, but curious as to why I wouldn't be eligible for the welcome offer?

Same popup here. Seems like a thing specific to the Green card - there's another report on the previous page. I
have had Green before, just over 7 years ago. I recently applied to another Amex business card that I've had more recently, and IIRC the popup message clearly indicated it was b/c I had the card before. The lack of that language here makes me believe it doesn't like me not b/c I had the card before, but for other reasons (whatever that may be) similar to others getting the popup who never had the card before.
