I currently have two amex cards (one personal hilton and one business hilton) - I recently closed a delta card - I have never had an amex green card (or anything other than delta or hilton cards) in the past - I have never done a credit card balance transfer. I get that I might be denied for the card due to previous credit inquires, but curious as to why I wouldn't be eligible for the welcome offer?

Bad luck. Amex won't tell you why. Too many applications, too many cancellation, too infrequent use, no way of knowing. Just check every couple months and see if they let you out of jail. They've gotten stingier recently, you're not the only one evidently.
