How much time between connecting flights should I allocate if I was to arrive on a TR flight into IST, pick up my luggage, check-in my luggage on a SQ flight to SIN, and then make it to the boarding gate on time?

Also, I take it I would need a visa on arrival to go and collect my luggage before checking it in again? If there are 4 of us travelling and all the bags are checked in under my name, can I be the only person who does the fully merry-go-round whilst the rest of the family just goes from gate to gate?
