No.
Just how an app could know a bank's policy? Not only that, in the case of Egypt, the same bank's ATM in Cairo charges conversion fee while in Luxor does not.
I find it amusing that people think everything can be "enhanced" by an app.
It is up to the user to pay close attention and to read what is being said on the screen CAREFULLY, not just assume "my card would reimburse ATM fee" while that is NOT an ATM fee.
If it is ATM fee even the amount is not break down but just a lump sum debit to your bank account, there are some behind the scene coding that my experiences show both Fidelity and Schwab can distinguish such, and reimburse the real ATM fee accordingly.
I did not see any language on the screen about conversion just said a fee would be accessed when I did the withdrawal at Cairo domestic terminal when returning from Luxor. Later I found more info in TripAdvisor forums. Hence next time when I encounter ambiguity I would take a picture.
This Spring in Spain, the BBVA ATM display was extremely clear - tells you what exchange rate the bank would use to convert Euro to USD (it wasn't a market rate, actually was slightly better), then how much fee the bank would add on top of that, as the conversion fee, if you choose to debit your account with USD. The receipt printed all the languages even though I chose Euro - probably they dont bother to design 2 kinds of receipt. My Fido account was debited the Euro translated to USD within 0.3% of the Visa mean rate of that day. That is very close because Fidelity claims it would charge 1% Visa network fee. It never comes to 1% in years of experiences.
