The DOT requires that airlines give customers a way to book without risk (either cancel within 24 hours, or hold for 24 hours) for flights departing in a week or more. Delta chooses to be more generous in their implementation of this rule and does not have any restriction on how far in advance you need to book to take advantage of this rule.
