Hate to break it to you but you will not find one unless you're extremely lucky. NYC is unique - most people renting in NYC or the NYC airports, especially in the summer and even more so on holiday weekends, are locals. They (the locals) will start renting long before the Saturday before the 4th, usually the weekend before. Unfortunately, it will be slim pickings.
Oh, I well aware of that..I am one of those "locals" lol. Just needed something last minute. I usually book way in advance. I have been lucky at other rental locations. But never used National out of JFK.
Also, I find when being a local it helps. I try to pick up early in the day before most flights land.
