No no no.
Just about every booking class has nonrefundable and refundable fares. The fare rules are the ultimate determinant, so read and PDF them for the future, specifically the Penalties section. I don’t know if I’d trust an agent on the phone.

I think in AA.com nomenclature, flexible is refundable to original form of payment and semi-flexible is refundable to a travel credit. But read the details.

Fully Flexible usually means no advance purchase or minimum stay requirements.
